Panagora Group, a small, woman-owned business providing novel and integrated solutions in global health and international development, is supporting USAID/Indonesia to implement its new Country Development Cooperation Strategy (CDCS) through a Monitoring, Evaluation, and Learning Platform (MEL-P) Activity. MEL-P provides its services through five components: 1) monitoring support services, 2) designing and conducting performance and impact evaluations, 3) providing research, assessment, and data analysis, 4) providing consulting and advisory services and logistical support services, and 5) initiating collaboration, learning, and adapting activities. Along with enhancing MEL capability, we also promote use of the empirical evidence for programming, learning, and adapting as USAID supports the Government of Indonesia (GOI).
The purpose of this work is to provide technical input to the DJSN in the form of JKN actuarial tools available now and in the future for oversight of JKN and review of existing actuarial analysis by BPJS K, UI, MOF, and other stakeholders such as provider associations. This input can be utilized for critical analysis in areas such as:
- Series of capacity building on the JKN actuarial modeling to DJSN
- DJSN is able to utilize the JKN actuarial model built to estimate financing for KRI and KDK JKN.
- DJSN is able to calculate contribution adjustment for PBI and non-PBI participants,
- DJSN is able to utilize the JKN actuarial model build to estimate periodic adjustments to the amount of JKN contributions.
- There is a technical guideline that describes how the model works and a working paper for the operation of the actuarial model as a reference for DJSN.
- DJSN could anticipate and mitigate the potential impact of the KDK and KRI JKN policy.
Requirements
- Actuary / actuarial consultant.
- More than 10 years of experience as actuaries and have actuarial modeling skills for social security or health especially in the government/public sector.
- Experience in social health insurance preferred.
- Good writing and communications skills in English.
- Bahasa Indonesia is required.
- Must have a good understanding of Indonesia National Health Insurance scheme.
- Demonstrate a high degree of interpersonal, analytical, communication, managerial, leadership, planning, negotiating and problem-solving skills.
- Ability to contribute to capacity building efforts and work with colleagues in diverse settings.
- Ability to work independently and to manage various priorities with minimal supervision.
- Excellent organization and time management skills, and strong attention to details.
